4.0.6 Hotfix: Starfall (again)

A hotfix was applied for Starfall. Did this fix the issue? Still seems they have not addressed the slowness of stars.
Starfall will now hit any target in range which is in combat or not at full health (including the Exposed Head of Magmaw, which was causing issues with Starfall).

Latest on Wed, 09:21 pmLunarbomb: To answer Boomer's question I am running the 4T13 and I find it more beneficial to use starsurge on cooldown no matter what due to the 10% damage increase and the fact that you do get the instacast procs so often that there is no reason not to take advantage of the tier bonus

mantiss: tooltips working, nice one =]
Sunfyre: I've been trying to get the Tooltips to work. They aren't.
mantiss: you also need the jquery script, not sure what you are currently using.
mantiss: can you add this to your pages? will allow wowdb tool tips, especially useful for the new symbiosis links.
Sunfyre: I still use 4T12 heroic, since I'm only running LFR at the time -- but even now I only starsurge under Eclipse. So definitely, I would wait until Eclipse with 4T13.

Why did they mess with it in the 1st place?

I’m kinda torn about the fix – yes I can starfall my face off now (well not in GB now) but it also irks me when they dumb things down (why be aware? Just spam!). Yes room pulls happened but it was a learning experience but I run with a great group where the worst that happened was ridicule until someone else pulled a red shirt moment.

If the idea was that the increased speed would allow it to strik 20 times in a raid boss encounter, the reversion of the speed buff kills that. If the ONLY goal of the buffs of 4.06 was to keep Starfall from striking OOC targets, this BASICALLY helps.
The main issue with Starfall before this and after is that the check to determine what is or is not “in combat” is EXTREMELY weak. As long as a mob is in combat AT ALL it counts (see various dungeons where mobs fight amongst each other or other npcs). Adding an exception to hit things with less than 100% hp only exacerbates this problem, but does seem to help more stars drop (it seems to be prioritizing damaged mobs, which speeds the algorithm slightly)
Bottom line, this upcoming week of raids will definitely shed much light on the current state of balance DPS.

Does this include CC’d targets? I noticed quite some time ago that starfall was not breaking sheep and saps as I expected it to. With this change will I have to go back to never using starfall in heroics?
