New beta build, one balance change

A new beta build is being released, and the only balance change is to give a 1.5 second cast time to Soothe. It looks like hunters will not have this limitation, so hopefully we can return tranq duty to the focus-starving, QQing, murloc outfit wearing hunters.
Oh, and thanks to Balourd (I didn’t bother to look at the resto changes):
Rebirth cooldown has been reverted to 10 minutes.

Latest on Wed, 09:21 pm: To answer Boomer's question I am running the 4T13 and I find it more beneficial to use starsurge on cooldown no matter what due to the 10% damage increase and the fact that you do get the instacast procs so often that there is no reason not to take advantage of the tier bonus

Do note that Rebirth went back to 10 mins!

I thought that the change back to 30 minutes was cruel. :c Glad to see it back at 10!
